Professional Bio
Kevin Morgan oversees the development of regulations and national policies governing the certification of airmen (mechanics, Inspection Authorization, repairmen, parachute riggers), aviation maintenance technician schools, and the performance standards and practices for the airworthiness of civil aircraft. He also represents the U.S. at the International Civil Aviation Organization on committees such as the Airworthiness Panel, Competency-Based Training for Aviation Maintenance Technicians, and the Personnel Training and Licensing Panel. Morgan previously served as General Aviation Branch Manager, responsible for developing, implementing, and evaluating the regulatory requirements of 14 CFR parts 43, 65, 91, 105, 133, 137, 147, 183 and their associated policies and guidance. Prior to joining the FAA, Morgan served as an aviation maintenance technician and a quality assurance inspector. Most notably, he worked in research and development conducting tests on aircraft such as the V-22 Osprey, and later the United States Presidential Helicopter Program at Patuxent River Naval Air Station. Morgan holds a Bachelor of Science in Professional Aeronautics from Embry Riddle Aeronautical University, and he is a military veteran with 10 years of active-duty service in the US Army.
