Professional Bio
David B. Soucie, A.S., A&P, is the ODA Administrator and Adjunct Instructor at Spartan College of Aeronautics and Technology, where he is building the college's Airmen Certification Organization Designation Authorization (AC ODA) program under 14 CFR Part 183. He also serves as an adjunct aviation maintenance instructor at Spartan College.
David brings more than 45 years of aviation experience. He began as an aircraft mechanic in 1978, working across fixed-wing and rotorcraft maintenance, before serving nine years (1990-1999) as an FAA Aviation Safety Inspector at the Denver Flight Standards District Office. There, he held direct oversight of Part 147 Aviation Maintenance Technician schools and Designated Mechanic Examiners - including Colorado Aero Tech, now Spartan College, the same institution where he earned his A&P certificate and now leads the ODA program.
From 1999-2006, David served at FAA Headquarters in Flight Standards, leading national IT and business-process initiatives and co-leading the CPS Response Team ARC, which evaluated Delegation Option Authorization programs at Boeing and Airbus as the modern ODA framework was being established.
David holds an A.S. degree, completed Harvard Executive Business School's Business Strategy Program, and is an ISO-9001 Quality Management Auditor. He has served as an aviation safety analyst for CNN since 2014.
David is passionate about aviation education and the integrity of the certification process, and looks forward to contributing to ATEC's mission of advancing aviation maintenance training nationwide.
