Professional Bio

James has helped a diverse portfolio of clients navigate every major legislative and policy initiative in the science and technology, education and workforce and healthcare space over the past 15 years. His current clients include Fortune 500 companies, business and trade associations, universities and technology and cybersecurity interests.

Prior to joining Bose, he was director of advocacy at the American Chemical Society and helped to found the STEM Education Coalition – an alliance of more than 900 business, professional and education organizations dedicated to advancing policies to improve science, technology, engineering and math education at the state and federal level.

A nuclear engineer by training, James began his career as an engineer with Newport News Shipbuilding before working as a legislative aide for Rep. Doc Hastings (R-Wash.) as an advisor on energy, science and environmental matters. He came to Washington, D.C., after he helped lead a successful campaign to oppose legislation to eliminate the Department of Energy’s nuclear engineering graduate fellowship program, which supported his graduate studies.

In addition to his more than 20 years of experience working on federal policy initiatives, he has also worked on state-level advocacy in more than two dozen states. More recently, he helped to establish a successful Bose practice area in marketing private sector company services to federal and state government.
