Q: Are part 147 schools required to keep aircraft technical manuals updated for their aircraft?
A: 14 CFR part 43 requires that maintenance documentation include a “description (or reference to data acceptable to the Administrator) of work performed” (see § 43.9(a)(1)). However, that regulation only applies to aircraft with a U.S. airworthiness certificate (see § 43.1(a)(1)). There is no regulatory requirement to have current technical data for aircraft that do not have a current airworthiness certificate.
